Traveling to Russia in 2021: Coronavirus Regulations for Foreigners

The rules for entering Russia for foreign citizens have changed a lot due to the coronavirus in 2021. On March 16, June 8 and June 28, decrees were adopted that introduced restrictions and prohibitions on the entry of foreign citizens in connection with the coronavirus. By the beginning of 2021, international flights with some countries resumed and foreigners from certain countries were allowed to fly to Russia. Resumption of international flights in 2021 In August and September 2020, Russia resumed international flights with several countries. Citizens of these countries are allowed to fly to Russia without restrictions, observing the permitted periods of stay in the country that are valid for these countries. They also need to provide a PCR test (certificate) about the absence of coronavirus, which must be done no later than 72 hours before arrival and entry into Russia. An important point: the delivery of analyzes and material for tests must be submitted no later than 72 hours, the certificate itself must be in English or translated into Russian. The official text of the decree, which became effective on August 1, 2020, can be found on the official website of Rospotrebnadzor of Russia. Russians must additionally fill out a special form and upload the test results on the State Services website before arriving back to their country. There is no such requirement for foreigners. It will also be necessary to complete a passenger's self-declaration of health in relation to COVID-19 for health purposes. It can be downloaded from the airlines' websites in advance or filled on board the aircraft before arriving in Russia. The land borders of Russia remain closed for ordinary tourists. The land border of Russia and Abkhazia was opened only on a reciprocal basis. A complete list of countries with which Russia has resumed international flights to date: Turkey, Tanzania, Great Britain, Switzerland, UAE, Maldives, Egypt, Belarus, Kazakhstan, Kyrgyzstan, South Korea, Czech Republic, Japan, Cuba, Serbia, Seychelles, Ethiopia. PCR test for foreign citizens before flying to Russia must be taken before flying to Russia. Without it, they won't be allowed to get to the plane. The certificate must be in English or Russian or officially translated into Russian. Only Russians returning to the country are allowed to take a PCR test for coronavirus at the airport; foreigners cannot do this. Visa issues Citizens from the list of countries allowed to enter Russia are subject to the same visa rules as before. Citizens of Belarus, Kazakhstan, Kyrgyzstan and Abkhazia are allowed to come to Russia without visa for a period of 90 days. South Korean citizens can fly to Russia without visa for up to 60 days. Full rules of entry for citizens of all foreign countries to Russia are available on the official information website of the consular department of the Russian Foreign Ministry kdmid.ru. Other foreign citizens need to apply for a visa to Russia. Restrictions and prohibitions on free entry to Russia for foreigners in connection with the coronavirus From March 16, 2020, a ban and restrictions on entry to Russia for foreign citizens in connection with the coronavirus were introduced, in summer and autumn various decrees were issued that supplemented this regulation. Now foreigners are allowed to enter Russia in the following cases: - For the care of close relatives. - For treatment in Russia. - Aircraft, ship and train crew members performing their duties. - Truck drivers. - Professional athletes to participate in competitions or games for Russian professional clubs. - Persons permanently residing in the territory of the Russian Federation or participating in the resettlement program of compatriots. - Entry of highly qualified specialists to work and set up equipment on the territory of the Russian Federation.
