1800—Russian Emperor Pavel I prohibits the import of books and music.
Pavel I issues a decree: “Since various importable books cause debauchery of faith, civil statutes and morals, we order to prohibit admission of various books regardless of their language from abroad to our state until further edict, without requisitioning, and music equally.”
